About the data

Source. U.S. Department of Labor, Office of Foreign Labor Certification — quarterly public disclosure data from Labor Condition Applications (Form ETA-9035E), covering fiscal years 2023 through 2026.

What an LCA is. Before an employer can hire an H-1B worker, it must file an LCA attesting it will pay at least the prevailing wage and meet labor standards. Only certified LCAs are included here; denied and withdrawn cases are excluded.

What the wage means. The wage on an LCA is the wage the employer offered, not a verified record of what was actually paid. A single LCA can cover multiple workers, and amendments/extensions create additional filings — so counts are filings, not people. The median prevailing wage shown on detail pages is the DOL-published prevailing wage for those filings (annualized the same way), shown wherever the disclosure files included it.

How we process it. Wages reported hourly, weekly, bi-weekly or monthly are converted to annual equivalents (×2080 / ×52 / ×26 / ×12). Roles are grouped by SOC occupation code; locations are the worksite state from the LCA worksite records. Employer names are merged on a normalized key (case/punctuation-insensitive).

Sponsorship score (0–100). Each employer page shows a sponsorship score built from public DOL filings. Volume (40 points): 40 × min(1, log10(1 + combined filings) ÷ 5), where combined filings = H-1B LCA filings plus PERM certifications, FY2023–FY2026; 100,000+ combined filings earns the full 40. Trend (20 points): FY2024 → FY2025 change in combined filings (both complete years; FY2026 is partial and excluded) — 10 points at flat, 20 at +100% or more, 0 at −100%; new sponsors with no FY2024 filings get 15. Denial rate (20 points): from PERM decisions, 20 × max(0, 1 − 2 × denial rate) when the employer has 50+ PERM decisions, otherwise a neutral 10. Consistency (10 points): 2.5 points per fiscal year (FY2023–FY2026) with at least one H-1B filing. Conversion (10 points): 10 × min(1, PERM certifications ÷ H-1B filings ÷ 0.5) — full points when PERM certifications reach half of H-1B filings. Verdict bands: 80+ Strong sponsor, 60–79 Steady sponsor, 40–59 Moderate sponsor, below 40 Limited sponsorship signal. A "High denial risk" flag appears when the PERM denial rate is 15%+ with 50+ decisions; "Limited data" appears when combined filings are under 100. The Top sponsors leaderboard ranks employers with 500+ combined filings. Scores describe filing history only — not a prediction about any individual case.

Prevailing-wage gaps. Where shown, the "vs prevailing wage" column compares the median offered wage with the median DOL prevailing wage for the same employer and role. Both medians mix job levels and worksite locations, so a negative gap does not mean any individual case paid below its required prevailing wage — it describes the mix of filings. Gap bands: +5% or more "Above prevailing wage", within ±5% "Around prevailing wage", −5% or less "Below prevailing wage".
